Executive Order 2020-01

The COVID-19 pandemic, subsequent restrictions on group gatherings ordered by the Kansas Governor, and other directives from the national CDC leave us no choice but to cancel our May 1 – 3, 2020 Convention. This decision was overwhelmingly supported by the Past State Presidents (Advisory Committee) to protect the health and safety of our members, KETCH clients and staff, friends, and neighbors. As a result, the following directives are ordered:

The 2020-21 KEA Officers will be installed at their home lodge, preferably by a Past State President, if available. If no PSP is available, then by a Past Exalted Ruler or Past State Officer from their lodge.

The Lodges will ballot on the nominee(s) for KEA 2nd Vice-President and submit their selection to the KEA Secretary no later than May 2, 2020. Currently there is only one nominee, Bruce Boone, from Parsons Lodge No. 527. Any further nominations must comply with Article V, Section 1 or the KEA Constitution and Bylaws.

All districts elected their choice for Kansas Elks Training Center for the Handicapped (KETCH) Board of Directors at their clinics on March 8, 2020. Those elected are hereby ordered to serve a 3-year term on the KETCH Board: SOUTHEAST – Loren Anthony; NORTHEAST – Carl Lindsey; and WEST – Roger Slief.

The current Trustees for the KETCH Memorial Trust are hereby directed to meet by teleconference no later than May 2, 2020, to select replacement Trustees for all vacancies. The replacement Trustees selected will serve for the normal 3-year term rotation called for in Article VI, Section 3 or the KEA Constitution and Bylaws.

The Budget Committee is hereby directed to meet by teleconference no later than May 2, 2020, to propose a General Budget for the fiscal year beginning July 1, 2020. Said budget will govern the Association’s general fund financial affairs for the 2020-21 fiscal year, subject to proper amendment.

The general revision to the Association’s Constitution and Bylaws that was discussed at the February 2, 2020 Mid-Winter Meeting has been reviewed and approved by the Advisory and Judiciary Committees. The KEA Secretary is hereby directed to send said revision to the Lodges no later than March 31, 2020, for their consideration. The Lodges are directed to communicate their vote on the revision to the KEA Secretary no later than May 2, 2020. Said revision will be ordered approved or rejected at that time.

The Major Project Committee co-chairpersons, Sandra Larson and Karlene Buechman, will compose a letter to the lodges asking that all donations and tickets be returned to Sandra Larson no later than May 2, 2020. The Major Project Committee is then ordered to conduct a drawing as soon as practical thereafter to award the prizes.

The Shoot-Out Committee chairman, David Foster, will compose a letter to the lodges asking that all donations and tickets be returned to him no later than May 2, 2020. The Shoot-Out Committee is then ordered to conduct a drawing as soon as practical thereafter to award the prizes. Prizes will be proportional to the number of tickets sold.

The Benevolent Committee co-chairpersons, Don and Kasey Voss, will compose a letter to the lodges asking that all donations and tickets be returned to them no later than May 2, 2020. The Benevolent Committee is then ordered to conduct a drawing as soon as practical thereafter to award the prizes.

The Committee Chairpersons in charge of selecting the Kansas Elks of the Year. the Kansas Lady of the Year, the Veterans Volunteer of the year (both male & female), and any other recipients for awards, certificates, and plaques that would normally be presented at the May Convention banquet or Awards Ceremony, are directed to communicate the recipients’ names and other pertinent information to the Sunflower editor, Carl Lindsey, no later than March 25, 2020. The names of these honorees and award winners will be published in the 2020 spring issue of the Sunflower (Vol. 27, No. 4). Plaques and certificates will be presented at the Association’s Fall Meeting, October 3-4, 2020, in Garden City.

At its February meeting in Hawaii, the Elks National Foundation Board of Trustees approved appropriations and distributions for the 2020-21 fiscal year totaling $39.1 million. There's something new in it for every program!
